Muhammed Şahin

He graduated from Gazi University, Faculty of Law, in 2009, studied MA in Civil Law at the same university. He graduated from the University of Rome, Tor Vergata, and holds a second level master's degree of IMPPM (International Masters of Public Procurement Management). He is a certified trainer of the International Training Centre of the International Labour Organization (ITCILO) on Public Procurement Management. He is also a certified mediator in Turkey, since early 2020.

 

He started his career in 2010 as the Legal Counselor of the Ministry of National Education. In 2011, he passed the career profession exam of Public Procurement Authority and still works for the same office as a 'Public Procurement Specialist. During his job there, he has reviewed more than 400 tender complaints, gave training to plenty of institutes and civil servants and has delegated for many national and international meetings (WB, OECD, etc.)  At the same time, he works as the Editor-in-Chief of the journal of the “Public Procurement World”, which is distributed at the national level and published quarterly. Besides his published works and articles; he writes his own blog on issues related to law, economy, technology, and public procurement.
